Which state / union territory has recently declared a health emergency?

The Environmental Pollution (Prevention and Control) Authority (EPCA) has declared a health emergency in Delhi-NCR region on 01 November 2019. The EPCA has announced that till 5 November, any construction work has been completely banned in Delhi, Noida, Ghaziabad, Gurugram and Greater Noida. Pollution levels in Delhi have reached above 500 points in many places. PM-2.5 and PM-10 levels are measured in the Air Quality Index (AQI). In this, between 0-50 is considered 'good', 51-100 'satisfactory', 101-200 'mildly harmful', 201-300 'bad', 301-400 'very bad' and 401-500 'serious'. | If the AQI is above 500, it is considered to be in the 'very severe-emergency' category.
