कथन : संसद और राज्य विधानसभाओं के चुनाओं में सुधार करने का अवसर तो तभी चला गया जब हमने पक्षपातपूर्ण होने के कारणों से गोस्वामी समिति की अधिकांश सिफारिशों को अस्वीकृत कर दिया था। 
अवधारणाएँ : गोस्वामी समिति  ने वर्तमान चुनाव व्यवस्था में सुधार हेतु कुछ अच्छी सिफारिशें की थीं।
    अपने देश में अधिकांश निर्णय पक्षपातपूर्ण आधारों पर लिए जाते हैं।
Statement : The opportunity to reform the elections to Parliament and State Assemblies was lost when we rejected most of the recommendations of the Goswami Committee for being partisan.
Concepts: The Goswami committee had made some good recommendations to improve the present election system. Most of the decisions in our country are taken on partisan grounds.
